The Seasoned Expat continued......



While you are preparing to make your move, find an expatriate website or bloggers that you can communicate with and help answer your questions about life in the new country and city.  These are essential support systems that you may find can help you to settle in when you arrive.  Many new expats find that they become good friends with some of the bloggers they come in contact with before arriving in the country.


You may also want to consider finding an expatriate company that can offer to assist you on your arrival, these companies will help you to find schools, accommodation, medical and health facilities, and give you a general idea of the layout of the land.  Many of these companies will facilitate you in obtaining Work Permits, Driver’s Licenses, Medical Cards, School applications, Spousal Work Applications, etc.  The more questions you ask and requirements you find, the more they can help you.  Certain companies offer this as a benefit, and it is worthwhile asking your new company to provide this for you.

We should have asked the following questions:
What extra benefits does the company provide, over and above the contract?
What paperwork should you bring with for official requirements?
Do you need work permits, visas, etc and what paperwork will the family require?
What can you bring into the country, e.g. you would not be allowed to bring alcohol and pork into a Muslim country, or certain foodstuffs or animals into e.g. Australia or the USA. 

Accommodation and School
What accommodation is available?  
Will the company provide accommodation?
If the company does provide accommodation, can we decide to choose our own instead?
What are the better areas to live in?
What are the rentals in these areas?
How far is work and school from the accommodation?
Which are the best International Schools?
What programs do the schools offer?
What will education cost? 
What after school activities are there and does the school provide these?
When are the schools holidays and how long are they?
Does the company have any agreements with any of the schools for their employees?
What are the universities like and can the children go to these?


Transport
What is the transport system like in the country, are their buses, trains, trams, etc that you can use to get to and from work and school?
If not is there a transport / car benefit?
Does the company help provide transport to and from work?
Do you require an international driver's license, or will you have to take a driving test?  How does this work?

Entertainment
What is there to do on a weekend?
What social and sport groups can you belong to?
Is there satellite television, and how much will it cost?

Hired Help
Is there hired help, e.g. house maids, gardeners, etc?
How much will it cost to have help at home?
How easy is it to hire help and what are the processes you need to follow?

Work
How easy will it be for your partner to obtain work?
What recruitment agencies are there or websites can be used in the country to obtain work?

What will work provide
Will work help you to open a bank account or will you have to do this on your own, what is required?
Will work provide local medical aid, international medical aid, or managed health care?
How will this system work and what medical benefits are covered?
Will work provide life or other insurance cover?
Will work pay for education for the children and up until what age?
Will the company pay for the accommodation, water, electricity, rates, etc?
Will the accommodation be furnished or unfurnished?
Will work provide a furnishing benefit or loan?
Will the company pay for furniture to be brought over from your home country and if so how much?
Will the company provide a car allowance?
Will the company pay for tickets home once a year?
What is the cost of an air ticket back home?
How many days holiday will you get a year?

Other
When is the best time to actually come over to start the assignment, e.g. starting work during the summer holidays in the northern hemisphere can be frustrating as many people take leave and you are left as the new person at work who needs guidance but there is no one around to provide this.  Also the children may find that there is no one to play with as everyone has gone away.

Will you be able to afford the move, will your salary cover the costs that you will incur in the new country?

Will your standard of living be the same as the country you have moved from?

The expats you make contact with before you leave will have the knowledge and experience of the country and will be able to answer most of the above questions. It is good to make sure you are happy with your intended move, company benefits, cost of living and new country.

The Virtual Expatriate



One of the most common issues faced by expatriate couples is the impact on the career of the spouse. In many expatriate locations, specialized jobs similar to what the spouse had previously held simply do not exist. This can be a critical issue in moving to another country. The potential loss of earnings, the prospect of having outdated skills on returning home, as well as the adjustment to becoming a stay at home spouse can become issues that bring an expatriate assignment to an early end.

Expatriate Spotlight on Tirana in Albania



Tirana is the capital and largest city of the Republic of Albania. Albania is poor-performing by Western European standards, but is making the difficult transition to a more open-market economy from its communist past. Tirana is Albania's major industrial centre. It has experienced rapid growth and established many new industries since the 1920s. The principal industries include agricultural products and machinery, textiles, pharmaceuticals, and metal products.

Seattle is ranked as a minimal hardship location with a hardship premium of 10%. Albania, Tirana is ranked as an extreme hardship location with a hardship premium of 40%. The relative difference in hardship premium (i.e. Host Location Premium minus Home Location Premium) is 30%.

Salary Purchasing Power Parity (SPPP)
The SPPP report calculates how much you need to earn in another location to compensate for a higher cost of living, hardship, and the exchange rate, in order to have the same relative spending power and as a result have a similar standard of living as you have in your current location.

A person would require a salary of 110,152.46 US Dollar (USD) in Albania, Tirana to have the same standard of living as currently enjoyed in USA, Seattle Wash on a salary of 100,000.00 US Dollar (USD). Expatriate Spotlight on Venezuela



The petroleum sector dominates Venezuela’s mixed economy, accounting for approximately 80% of exports. Venezuela is one of the five founding members of the OPEC, which was initiated by Venezuelan politician Juan Pablo Perez Alfonzo. Most expatriates in Venezuela are employed in petroleum related sectors.

Expatriates in Venezuela must take appropriate security precautions. Drug traffickers and illegal armed groups are active and there is a risk of kidnapping. The incidence of street crime in Venezuela is high. Armed muggings and ‘express kidnappings’ are a regular occurrence. Where possible you should avoid traveling on the road to and from Caracas International Airport (Maiquetia) during hours of darkness when there are few vehicles on the road. You should take out comprehensive travel and medical insurance before traveling. The most important thing to remember is to use common sense! Suggested precautions:
  • Keep money hidden. A money belt under clothes is a probably best.
  • Don’t carry large amounts of money. Deposit valuables in a hotel safe.
  • Expensive items such as cameras should be carried and used inconspicuously
  • Don't leave luggage unattended.
  • Don't leave possessions visible in a car, particularly a hire car.
  • Avoid walking alone late at night.

Venezuela has public and private healthcare. Public healthcare offers free treatment but charges for prescriptions. Conditions, however, are often different to what expatriates may be used to. Private hospitals offer a higher standard of treatment but require prepayment or a credit card, even for emergencies, and can be very expensive.

Living in Venezuela can be challenging. You are likely to encounter challenges such as:
  • stock at the local grocery may sometimes be little to none. You could go on any day and there will be no milk, no butter, certain types of meat, as well as household/kitchen items.
  • 'armed' guards at certain locations like malls.
  • blackouts occur regularly - about one every 2 days and there is quite strict rationing of electricity in shopping centers, cinemas, casinos, etc as well as on advertising.
  • water shortages supplied to your home and having to run water through a tank/pump system can be frustrating.
  • large amounts of garbage dumped anywhere.
  • little compassion for animals, particularly dogs and cats. You are likely to see many hungry dogs.

Most expats live in apartments because of security. Some prefer furnished homes. If looking for something furnished, it is much easier to find a one or two bed-roomed apartment. Anything bigger is more likely to be unfurnished. Be prepared that it might take 3 months to find a permanent apartment.

Caracas is ranked as an extreme hardship location with a hardship premium of 40%

International Cost Of Living Index Calculation

Cost of living is the cost of maintaining a specified standard of living, similar to a typical household budget. A Cost of living index is a numerical way of comparing cost of living, either over time, or by comparing different geographical locations.

When you relocate to another geographic location, the cost of everything you spend your salary on will either cost more or less. Some of the costs may be higher in the new location and some of the costs may be lower. The difference in cost of living is typically reported as a “cost of living index.

By selecting the appropriate costs that you will have to pay from your salary, you can use a tool such as www.xpatulator.com to calculate the cost of living difference between 2 locations. Xpatulator uses 13 basket groups, the result of extensive research of actual spending habits, to reflect a reality-based international expenditure pattern. The basket groups are weighted according to Expatriate expenditure norms.

When comparing the cost of living between 2 locations the difference in the aggregate cost of all the selected basket groups are examined in each location using the average reported price in each location for the same quantity of each item. Cost of living is the relative differential in the local cost of the basket groups and the ruling exchange rate between the 2 selected locations. When comparing the cost of living between different locations the objective is to calculate the difference in the cost of living expressed as an index (e.g. dividing the cost of living in Location A by the cost of living in Location B may result in an index of 140).

The cost of living index indicates the difference in the cost of living between the 2 locations. In the above example the index of 140 means that Location A is 40% more expensive than Location B. This would mean that a person who moves from Location B to Location A would need to earn 40% more, to have the same standard of living in Location A as they have currently.

Sri Lanka, Colombo - The Tea Country.....

My trip to Sri Lanka was very diverse to say the least and reminded me very much of Mauritius, Sychelles, Bali and most islands in the Indian Ocean.


Some facts:

Sri Lanka is in Southern Asia, it is an island in the Indian Ocean, south of India.

Sri Lanka has a low-income developing economy. Famous for the production and export of tea, coffee, rubber and coconuts, Sri Lanka boasts a progressive and modern industrial economy and the highest per capita income in South Asia. While the production and export of tea, rubber, coffee, sugar and other agricultural commodities remains important, the nation has moved steadily towards an industrialized economy with the development of food processing, textiles, telecommunications and finance.

Colombo has an overall cost of living index which equates it with low cost of living locations. The overall cost of living index is comprised of the prices for defined quantities of the same goods and services across all 13 Basket Groups. Colombo is currently ranked 265 overall, most expensive place in the world for expatriates to live, out of 276 international locations.


Personal experience:

People, animals and transport seem to co-exist side by side with no animosity or restraint. Dogs wonder aimlessly across roads or bask in the sun on the side walks, cows and goats roam around everywhere, even on the beaches (which I found rather amusing) and people are everywhere, whether walking, cycling, using a tuc-tuc, motorbike with 5 astride, in a taxi, bus, car or truck, each takes up a space of the not too wide road.
Co-exist they do, there is no anger at being stuck behind a truck, merely a short tooting of the horn to say I am here and would like to overtake you, politeness abounds and the expression and sounds are all of friendliness, within a country that sorely needs help at redeveloping itself since the tsunami and Tamil Tiger war. People are poor and yet happy and friendly. Not just for the child on the hip or the person at their side, but for everyone.

Tourists flock towards the resorts and some chance the areas slightly outside of these areas, to experience a quieter less harassed holiday. Small pockets of expats can be found, dotted all over the country. When you bump into these people and chat about life on the island, there is not much to complain about. Yes, sometimes the water or electricity gets turned off, yes the internet is not as fast as they would like it to be. In this little piece of paradise, expats are not too concerned that it takes a little longer to do things here, the people are prepared to wait, not too hasty to move forward too quickly. Really all they want is a comfortable existence, one that provides for a roof over their heads, food in their stomachs and a safe nights sleep. 70% of the population are Budhasts, which explains the simplicity of life. The better you are in this life the sooner you will reach the divine being.
